Since inception, APMAS has considered the promotion of livelihoods as a critical area in rural development, but decided to first focus on the quality of SHGs and federations as financial institutions. In 2004-05 APMAS carried out a study of livelihood promotion. Demands of federations involved in marketing, bulk purchasing, and production and processing were identified. APMAS thus expanded its institutional purpose to include strengthening sustainable institutions for sustainable livelihoods. This laid the foundation for its engagement supported by the Aga Khan Foundation (AKF).
In Adilabad and Cuddapah districts, multilateral partnerships have been formed with the District Water Management Agency, the AP Academy of Rural Development, and the Commissioner of Rural Development. The District Livelihood Resource Centers are piloting with the aim of developing them into independent institutions. APMAS also works with the Center for Environmental Concerns to develop innovative approaches in land development through SHGs. It develops customized training modules with WASSAN and the Indian School of Livelihood Promotion.
APMAS plans to mainstream livelihoods within its work. It is tempting to promote federations both as financial and commercial value-adding business organizations, hoping to create a virtuous cycle of viable financial services and income-generating activities. Unfortunately, the international experience of doing both rather than specializing in one has not been positive, despite all the hype for Credit-Plus .
