4. Facilitation of SHG
federations as sustainable financial institutions
While the promotion of SHG
federations is confined to a few states in the country, the present trends
suggest that such federations will emerge in other parts of the country as the
number of SHGs increase and as the need emerges for federations to address
those issues that informal SHGs cannot address on their own. Several advocacy
and lobbying organizations like the Cooperative Development Foundation (CDF),
Hyderabad are strongly advocating for liberal cooperative laws in all the
states in partnership with local civil society organisations. APMAS will
collaboration with CDF and other such advocacy organizations to facilitate
enacting of liberal cooperative acts that will provide autonomy for the
self-help cooperatives and promote self-supervision.
5. Strategic partnership with
NABARD & Government of India
Strategic partnerships with NABARD and Government of
India will be a pre-requisite for APMAS to contribute to the sustainable self
help movement at the national level. To strengthen the SHG movement in select
states, to facilitate appropriate legal form for SHG federations, to formulate
national level policy and guidelines on federation-bank linkage and to promote
self-supervision of federations/MACS, APMAS will work in tandem with NABARD.
With funding support from NABARD, APMAS would implement pilot projects in
select states.
